I know that you have known that, to create pages you first of all have to create your blog.
1 step
If you have your own blog go straight forward to Blogger website at blogger.com and sign in to your blogger blog and select the blog you want to create pages. You will see it at the top left corner of your blogger dashboard immidiately under the Blogger Logo. Like in this picture

After choosing your blog, click the "sidebar menu" and in the menu list select "pages" Just click the pages and it will take you to pages section kf your blog.

3 step
Click the add button on the lower side corner of the pages section. It will take you to a blank page editor to create your page.
4 Step
Give your page a title you want
E.g privacy policy, about, terms and conditions etc. In the content section, type the content of your page and then publish the page by clicking the publish button like an arrow at the top left corner.
You may come back any time to update your page in this section. But in the case of editing, after getting to pages section just click the page you want to edit and you will be taking to the same form you use to create the page but this time with all the content of the page. Then you make your changes and publish it.
2, Add pages in Blogger blog
To add pages in Blogger blog you first of all have to create the pages. To create pages on Blogger blogspot follow the above steps.
1 Step
After you have create pages on Blogger blogspot, in order to add them to your blog go to your Blogger dashboard and click the side bar at the top left of your dashboard under your blog name.
In the menu select "layout" and that will take you to the layout of your blog.

2 step
In the "layout" section find the place you want to add your page. e.g at the footer, sidebar etc and click "add a gadgets"

Note The option of adding gadgets to any part of your blog depends on the template you are using; in some you will find it in the footer, sidebar and in other places depending on the options that the template has given you as I said.
After clicking "add a gadget" you will see a pop up menu in your screen. Scroll up and down to find "pages" gadget and click add the same "pages" you see.

Now you have added a pages gadget in your blog. But in order to show your pages in your blog, you have to add the pages you created to the page gadget you have just created. How? Let's continue!

After adding pages gadget, the gadget data will pop up.

If you wish, give your pages gadget a title ( this title will appear together with your pages on your blog as your pages heading) or just leave it blank to show the pages without heading.
Scroll down to "add a new item" at the down of your page.

Usually, when you click the "add a new item" in the pop up window, you will just click the title section and the list of you published pages will appear and when you choose one from the appeared pages you will not have to type any URL as it will appear by itself just save it! But in a case where you will have to type the URL of your page, the URL looks like this on Blogger E.g
It is something like this:

If your domain name is blogger.blogspot.com your "privacy policy" page will be:
"https://blogger.blogspot.com/p/privacy-policy.html"
